The announcement in today’s Medium Term Budget Policy Statement (MTBPS) of temporary fuel levy reductions is welcome news for consumers and businesses, offering some relief as rising fuel costs put further pressure on household budgets and operating expenses across the economy.

The R3 per litre reduction in the diesel levy and R1.50 per litre reduction in the petrol levy from 4 November to 1 December 2026, with relief to continue at a lower amount until 5 January 2027, will help to cushion the impact of high fuel prices. Higher fuel costs have implications well beyond motorists, influencing transport, distribution, food prices and inflation more broadly. While the relief is temporary, it offers some breathing space for households and businesses facing mounting costs.

For the residential property market, a more stable economic environment and greater financial headroom for households are important to sustaining activity. First-time buyers are particularly significant, providing an important entry point into the housing market and helping to sustain demand across the property chain. However, they are often the most exposed to rising living costs, deposit requirements and the overall cost of homeownership. Measures that ease pressure on household finances are therefore welcome, although sustained improvements in affordability will require broader economic progress and continued access to competitive home-financing options.

We welcome the commitment to reducing government borrowing, containing debt-service costs and prioritising growth-enhancing investment and effective public services. Fiscal discipline is important because the cost of servicing public debt limits the resources available for infrastructure, service delivery and investment in the wider economy.

Equally important is ensuring that public resources are used efficiently and in the interests of citizens. Addressing administrative inefficiencies, fraud and corruption, and tackling crime, including gender-based violence, are essential to creating a safer, more functional society in which businesses can invest and communities can thrive.

The priority now is to turn fiscal discipline into stronger economic growth and meaningful improvements in living standards. Productive infrastructure investment, more reliable municipal service delivery and effective partnerships between government and the private sector can create the conditions for businesses to expand, employ more people and commit to longer-term investment.

For the property market, these fundamentals matter. A growing economy creates jobs, supports household formation and gives more people the confidence and financial means to enter the housing market. While temporary fuel levy relief is a positive step, sustained progress on economic growth, employment and affordability will be key to broadening homeownership, particularly among first-time buyers, and to reinvigorating the residential property market.
