Municipalities report better debt collection.

GAUTENG local government and development planning MEC Trevor Fowler will deliver his department's R244m budget at the legislature today, allocating R116m for capital expenditure in the 2003-04 financial year.

Trevor FowlerFowler is expected to highlight improvements in debt collection in some of the province's 15 municipalities.

Gauteng local authorities account for R14bn of the country's R24bn debt owed by defaulters.

Municipalities where there had been significant improvements included those in the West Rand and Sedibeng districts. They were successful in piloting new treasury management policies, focusing on revenue management, debt reduction and improving the billing system.

The funds collected were being used for infrastructure development in schools and clinics to improve the lives of the people living in those areas.

Fowler is expected to report that municipalities are progressing in implementing performance management systems, with all senior managers having signed performance contracts.

The department was also assisting the province's municipalities to review the performance contracts of all senior mangers in line with government regulations.

Fowler is also expected to touch on government's commitment to eradicate the scourge of bucket systems in the province, through the water and sanitation programme.

Projects were under way to remove buckets in Nigel, Germiston, Brakpan, Evaton and Sebokeng North.

From the bucket eradication programme and water projects, Gauteng expected to use its funds to create 700 jobs.
