Empowerment companies favoured for R13bn of work

Property-Housing-ResidentialDisclosures by government and the Treasury indicate that tenders worth billions are in the pipeline.

It is not known when they will be announced, but Minister of Public Works Stella Sigcau said contracts worth about R13-billion to repair state-owned buildings would go out on open tender.

About 60% of that work would be awarded to companies with a strong black economic empowerment element, she said.

Minister of Public Enterprises, Alec Erwin, revealed that more than 2 000km of Spoornet's railway line had been closed.

Some regional branch lines are to be sold, which could mean that government will call for tenders from the scrap metal industry and property developers.

The Treasury has given the Gauteng provincial government permission to go ahead with its precinct in the Johannesburg CBD. It will be a public-private partnership, which means businesses will bear the financial risk for the project and be allowed to take ownership of the buildings on a predetermined date.

That too will probably result in tenders being issued. It is not known what the terms and conditions are, or when the tenders will be issued.

The Department of Transport is asking people to tender (No NDOT/11/2004, which closes on August 6) if they are interested in becoming a part of "the expert group for the restructuring of the road accident fund".

Those interested have until July 30 to tender (2004/13/AVDCS/SM) for the supply of an audio-visual communication system to the post office to link its branches by plasma and LCD screens "for advertising, communication and training purposes".

Documents can be obtained from the manager, strategic sourcing, on the corner of James Drive and Moreleta Street, Silverton, Pretoria, for a non-refundable R500 paid in cash, or deposited into its Standard Bank account 010547002, bank code 010045.

A compulsory briefing session will be held on July 20 at 11am in Silverton. "Non-attendance shall disqualify bidders."

The Freedom Park Trust is calling on electrical engineers (contract FPT 005 PD), structural engineers (contract FPT 007 PD), and project managers (contract FPT 012 PED) to tender for the future phases of Freedom Park, which will include a museum, a memorial, an amphitheatre, an archive, offices and the upgrade of the southern access road.

An information session will be held at the Holiday Inn on the corner of Beatrix and Church streets, Pretoria, at 2.30pm on July 26.

Tenders must be addressed to Freedom Park Trust, PO Box 2710, Pretoria 0001, and be received at its postal address, or deposited in the tender box at Freedom Park Trust, Glen Manor Office Park, Building 3, on the corner of Glen Manor Avenue and Frikkie de Beer Street, Menlyn, Pretoria, before midday on August 2.

The National Ports Authority's (NPA) Tender PCT/T/21/2003, which closes at 10am on July 28, calls for the supply and delivery of marine rotating beacons for the port of Cape Town.
