IF THE Shilowa Express project really is going like a train (Business Day, January 17), the best scenario, in the absence of revision to proposed anchor points, is that only the underground bit between Marlboro and central Johannesburg will be built before again taking stock of the situation.

The idea of rapid urban mass transit is to overcome the friction on space arising from the need for people to congregate en masse around a central point of labour division.

The outer anchors in the system should be fairly high density residential areas; the Shilowa Express plans to use two CBDs and an airport as anchors. This flies in the face of global experience, although familiar to us as apartheid-era town planning thinking.

The idea of linking residential areas to CBDs must not be taken to extremes. Taxpayers' money should be used on such a luxury when there is no more residential capacity in the area between Marlboro and Pretoria. As for the airport link, let flyers who left their cars at home use fast buses.
