"This provisional report is not for public consumption," Thuli Madonsela's spokeswoman Kgalalelo Masibi said on Monday.

"The final one will be published as soon as responses to the provisional one have been received, analysed and, to the extent possible, integrated."

She did not say when this would be completed.

The report into the Durban lease, involving property tycoon Roux Shabangu, followed a report on the R500 million lease for new SAPS offices in central Pretoria, released in February.

In it Madonsela recommended that Cabinet demand an explanation from Public Works Minister Gwen Mahlangu-Nkabinde about signing off on the deal, which happened despite legal advice to the contrary. She found national police Commissioner Bheki Cele guilty of maladministration for giving public works the go-ahead on the deal.

The lease for the Middestad building in Pretoria was revealed in a Sunday Times report last year.

At the time Madonsela released her report into the Pretoria deal, she said she hoped the Durban probe would shed more light onto relations between the police and Shabangu.

She said many of the people involved in the Pretoria deal were also involved in the Durban one, which according to some news reports, had a R1 billion price tag.
