Mauritius produces the youngest ever RICS Fellow in Africa

Firmly established on the global map as a progressive business hub with a thriving economy, Mauritius is becoming a breeding ground for professionals, this despite the fact that this small island in the Indian Ocean only has a population of about 1.3 million inhabitants.

Currently Mauritius is home to approximately 120 Chartered Surveyors, of which more than 65 percent are from the field of quantity surveying.

Notable among these is Keshav Padaruth, who is the current Vice President of the Royal Institution of Chartered Surveyors (RICS) Mauritius and also the Registrar of the Professional Quantity Surveyors’ Council (PQSC) of Mauritius.  Impressively, at the age of only 31, he has been admitted as the youngest ever RICS Fellow in Africa and one of the youngest worldwide.

Following a high school education at the Royal College of Curepipe, Keshav travelled to the UK to complete his BSc in Quantity Surveying at the University of Reading, known to be one of the best in the field. He also holds an MSc in Project Management and Diploma in Employment Law, both from the UK.

Returning to the island by the end of 2009, Padaruth joined the Ministry of Public Infrastructure as Assistant QS in January 2010. In May 2012 at the age of 26, he was accepted as a Member of RICS – becoming the youngest Chartered QS practising in Mauritius at that time. His first-time achievements continued as in February 2013, he became the youngest QS or Senior QS ever at the Ministry of Public Infrastructure.

Following the proclamation of the Professional Quantity Surveyors’ Council (PQSC) Act in Mauritius in September 2013, Padaruth also became the first ever Registrar of the PQSC, shouldering the responsibilities of the setting up of the Council itself together with the daily running and administration of the Council.  He also has to act both as secretary and treasurer of the Council.

Adding another feather to his cap, the young Mauritian QS is also a Registered Trainer in the same field with the Mauritius Qualification Authority (MQA) and is a part-time lecturer. In addition, he is an associate member of the Chartered Institute of Arbitrators (CIArb).

Since 2010 he worked on several Government projects, then at the end of 2015 acted as the Project Quantity Surveyor for the new Government Quantity Surveying Office whose procurement proceeding was the maiden electronic public Invitation for Bids for construction works issued on the Government e-Procurement System (e-PS). The e-PS is a project driven by the Procurement Policy Office (PPO) of Mauritius.

To date, Padaruth still works for the Ministry of Public Infrastructure and has now become the first Chartered QS working for the Government of Mauritius, and among the few Chartered Surveyors on the island who have been admitted as a Fellow of RICS. He is also still acting Registrar of the PQSC and acting Vice President of RICS Mauritius.

Mauritius might be considered a relatively small country, but Keshav’s achievement is a clear reflection why RICS is described as the mark of property professionalism worldwide.
